Registration is what links a construction project to the property title, allowing units to be sold off-plan. Law No. 4,591/64 exists precisely to protect buyers in these circumstances.
It all starts with the registration of the incorporation deed at the notary’s office—a complete file containing the land title, certificates, the approved plans, area calculations, and a number of other technical documents required by law.
The registrar verifies that all documentation complies with the law before approving it. Once it passes the review, each unit in the development is assigned its own registration number.
